Inclusion Education in the United States

Anyone familiar with education in the United States is very familiar with the concept of inclusion, and many of us have taught in inclusion classrooms. But how have we gotten from the 1972 Mills v. Board of Education decision that ruled children with disabilities could not be excluded from public schools to the current version of the Individuals with Disabilities in Education Act (IDEA)?
